INTRODUCTION

A. Purpose of Plan
The purpose of this plan is to provide fire safety guidelines for all ESD
employees, including fire prevention, fire response and evacuation procedures.


B. Management's Responsibility
It is the responsibility of all Program Managers and Supervisors to be fully aware
of this Fire Plan and to insure that all employees under their supervision are
trained in and knowledgeable of all fire procedures.


C. Employees' Responsibility

It is the responsibility of every ESD employee to guard constantly against fires
and to know what to do in the event of a fire. Each employee should know:

  • What to do when a fire is discovered.
  • How to respond to the smell of smoke.
  • What to do when the fire alarm sounds.
  • The location of the nearest fire extinguishers and fire alarms.
  • Appropriate fire-fighting measures (when to fight a fire, when to evacuate).
  • Which route to take during an evacuation (fire exits).

D. Fire Prevention

Every precaution needs to be taken to prevent fires. Employees are asked to be
alert and to eliminate possible fire hazards by keeping their work area free of
combustible materials. Employees are responsible to report fire hazards to their
supervisor immediately, and to comply with the following fire prevention rules:

  • Report malfunctioning equipment immediately; shut it down
  • Smoking is prohibited on ESD property (State Law)
  • Keep work area clean and uncluttered
  • Only use coffee makers with automatic shut-off controls
  • Portable heaters of any kind are prohibited
  • Do not leave food items in microwaves and toaster ovens unattended

E. Communication

  • Communication will be established by use of two-way radios
  • Two-way radios will be located at the following areas:
    • Front desk/reception for Command Post Director (1ea)
    • Third Floor for designated Communications Officers (2ea)
    • Facilities Office for Facilities personnel (2ea)
    • Safety Program Administrator (1ea)
  • The designated channel for communication is __________
  • Two-way radios must be repositioned on the charger base after use.
  • Report any defective radios to the Safety Program Administrator

F. Fire Drills and Building Evacuation Meeting Areas

To insure adequate staff training, the Administrative Services Department Head
or a person designated to do so will conduct periodic unannounced fire drills.

  • Employees will evacuate the building according to the emergency evacuation route maps posted in their department
  • Employees located in the north wing will proceed to the evacuation meeting area on the north side of the building
  • Employees located in the south wing will proceed to the evacuation meeting area on the South side of the building
  • Employees not located within their programs department will evacuate the building at the closest exit route and meet with their department/program at their designated meeting area outside
  • An emergency evacuation log sheet for each departments staff will be checked to assure all
    employees are accounted for and and reported to the designated communications officer at their respective evacuation meeting area
  • Communication between the North and South evacuation areas, Facilities personnel, the Safety Program Administrator and the Command Post Director will be established by two-way radio
  • The Command Post Director will communicate with the evacuation areas designated communications officer and Facilities personnel to ensure all employees are accounted for
  • No one can re-enter the building until the Command Post Director has given the all-clear
  • During a fire drill, employees and visitors with mobility impairments on the upper floors will be positioned in the stair landing area with an attendee until the fire drill has been completed
  • Do not use the elevator during a fire drill building evacuation!

Note: The perimeter of the building must be kept clear for emergency response vehicles.


G. Chain of Command

The following chain of command will be in force during a fire emergency to establish a Command Post Director.

  • Superintendent
  • Deputy Superintendent
  • Assistant Superintendent
  • Executive Directors
  • Safety Program Administrator


NOTIFICATION


A. How to Report a Fire

To ensure that a fire is reported properly to all concerned, the following actions
should be taken when a fire is discovered:

  • Evacuate everyone from the immediate area
  • Close any doors to contain the fire
  • Pull the nearest fire alarm pull box
  • Call the Fire Department (9-911) and provide the following:
  • Your name and phone number
  • Physical address of your location
  • Exact location and type of fire (electrical, chemical)
  • Call the ESD switchboard and report that you have called the fire department


B. Smoke, Fumes, Odors

If smoke or fumes are detected, a Supervisor should be notified. An assessment of
the source of the odor/smoke will be made. If the situation warrants a fire alarm,
the same actions should be taken as in the event of a fire (see above).


IMPLEMENTATION


A. Fire Procedures (RACE)


R - Remove everyone from the immediate area
A - Pull the Fire Alarm
C - Confine the fire by closing doors
E - Evacuate the building

B. Procedures During a Fire Evacuation
Each Department's staff will meet in a pre-designated evacuation meeting area outside of the building.

  • An emergency evacuation log sheet for each department's staff will be checked to assure all
    employees are accounted for and reported to the evacuation areas designated communications officer (North and South evacuation areas)
  • The designated communications officer from each evacuation area will report any unaccounted for employees or communicate the "all accounted for" by two-way radio to the Command Post Director
  • The Fire Command Post Director will notify the Fire Department of any employees who are
    unaccounted for
  • A log sheet for each class/workshop should be checked to ensure all visitors are
    accounted for
  • Employees and visitors with mobility impairments on the upper floors will be positioned in the stair landing area to await further evacuation by responding fire district personnel.
  • Do not use the elevator during a fire evacuation!

Note: The perimeter of the building must be kept clear for emergency response vehicles.

C. Fire-fighting by ESD Employees

Employees may attempt to extinguish a fire, using an approved fire extinguisher, if the fire is small and easily brought under control. Unplug burning/smoldering electrical devices only if it is safe to do so. Safety is paramount – when in doubt, evacuate!


D. Fire Extinguishing Procedure (PASS)
The ESD uses multipurpose "Dry Chemical" (ABC) fire extinguishers that can be
effectively used on any type of fire (wood, paper, electrical or flammable liquids).


P – Pull the pin
A – Aim the nozzle at the base of the fire
S – Squeeze the lever to discharge the fire extinguisher
S – Sweep the nozzle from side to side until the fire is out

 

E. Facilities Fire Assessment Action Plan

  • Facilities personnel will go to the fire control panel and observe the location of the fire
  • Facilities personnel will go to the area of the fire and determine the viability of fighting the fire
  • After action has been taken Facilities personnel will report their assessment to the Fire Command Post by two-way radio
 

F. Command Post Director

  • Critical personnel should report to the Command Post immediately:

Superintendent
Deputy Superintendent

Assistant Superintendent
Director of Facilities

All Facilities/Maintenance personnel

The person who discovered the fire

  • A fire command post will be established by the highest ranking officer (chain of command) to report to the responding emergency services
  • The Command Post Director will establish communications by two-way radio (located at front desk/reception area) with the evacuation areas designated communications officers and Facilities personnel
  • The Command Post Director will report any personnel not accounted for or employees with physical impairments that are positioned at stair landings, to responding fire department personnel for immediate evacuation
  • The Command Post Director will announce by two-way radio when it is safe to re-enter the building

G. Communications Officer

  • Each wing (North and South) will have a designated Communications Officer located on the third floor
  • The communications officer will be issued a two-way radio and charger
  • The Communications Officer will have the following responsibilities:
    • Establish communications by two-way radio with the command post
    • Report any employees and visitors with mobility impairments on the upper floors that are positioned in the stair landing areas to the command post for evacuation by responding fire department personnel
    • Collect the evacuation rosters and report to the Command Post Director any employees not accounted for at the evacuation meeting area and/or give the "all accounted for"
    • Communicate to the evacuees after the Command Post Director has given the "all clear"

POST FIRE

A. Determining Building Safety after a Fire

  • Fire Department personnel and the Superintendent will determine when the
    building can be re-entered
  • The Superintendent will notify the evacuation areas designated communications officers by two-way radio when staff can safely re-enter the building

B. Reporting Damages and Clean Up

  • Each Department Manager will report damage in his/her office area to the
    Superintendent
  • The Director of Facilities will be responsible for assessing all common areas and
    hallways
  • Building repair will be scheduled on a priority basis, as determined by the
    Superintendent

During a building evacuation there are two meeting areas.  Staff located on the south end of the building (south of the workroom commons area) will meet in the south parking lot near the sidewalk on 20th Street.  Staff located on the north end of the building (north of the workroom commons area) will meet in the northwest parking area near the BMW parking lot.  All posted evacuation maps will detail the location of these meeting areas.  Please review the evacuation map posted in your area for further detailed information.

The emergency evacuation procedures are as follows:

  • The building administrator (John Naegele or designee) will go to the fire panel to determine trouble zones and will determine the location of the fire and whether they should attempt to fight it.

Building Administrator Designees: Randy Millhollen, Kathy Schuknecht, Kay Lancaster, Kelli Hoekstra

  • Anne Libby will check the Sunrise Conference Room to assure that everyone is out.
  • Meg Babcock (Backup: Christine Wolf) will bring the staff roster to the designated meeting area in the south parking lot meeting area.
  • Sherri Ehrenheim (Backup: LaTanya Brooks) will check the Paradise Conference Room to assure everyone is out and bring the staff roster to the northwest meeting area near the BMW parking lot.
  • After approval from the fire department, the building administrator (John Naegele or designee) will reset the fire panel and ADT panel.
  • Staff Roster designees will meet the Fire Department in the parking lot to confirm that all employees have been evacuated from the building.

please make sure all doors are closed after exiting the building!
